「On time」は「時間ぴったりに、予定どおりに」という意味であり、「in time」は「時間に間に合う」という意味です。

飛行機は予定通り出発します。

Mikeは夕食の時間に間に合うだろう。
尚、どちらも「時間に遅れずに」という意味も持ち、この意味で使用される場合は、入れ替えて使用することが可能です。
Mike got to the theater in time for the concert.
Mike got to the theater on time for the concert.
Mike は、コンサートの開始時間に遅れずにシアターに着いた。
